Third-Party Agents
Third-Party Agents
Employers often hire third-party agents to take over their company’s child support responsibilities. Employers may choose a third-party agent to handle one or a combination of these responsibilities and must adhere to the same standards required of employers, including registration to use the Employer Website. A third-party agent may also report for one or more clients.
First, the third-party agent must register for an account under his/her company's Federal Employer Identification Number (FEIN), and then add the client's FEIN to the reporting group. To complete this process the third-party agent must provide written authorization from the client.

Third-Party Authorization and Responsibilities
In an effort to protect confidential data and access to the website, the OAG requires employers to submit written authorization when a third-party agent is hired to perform any of the following responsibilities on behalf of an employer:
-
Report new hires or rehires.
-
Respond to verifications of employment.
-
Withhold payments according to Income Withholding Orders/Notices.
-
Respond to National Medical Support Notices.
-
Enroll dependent children in health care coverage when ordered by the court.
-
Remit payments.
-
Notify the OAG regarding lump sum payments of $500 or more.
-
Report terminated employees with income withholding orders/notices.
Written Authorization For Third-Party Agents
The written authorization may be submitted to the OAG using one of the following methods:
-
Approval on the employer's letterhead authorizing the third-party agent to report for the employer.
The letter must contain the signature of the employer along with the legal name and Federal Employer
Identification Number (FEIN) of both the third-party agent and the employer.
-
Employer Authorization for Third-Party Reporting (OAG Form 1840).
OAG Form 1840 must be completed by the employer and must contain the signature of an authorized person. Return the completed form to the OAG using the address that appears at the top of the form via the U.S. mail or email to the Child Support Division's employer liaison. This authorization remains in effect until we receive written authorization to revoke the authorization to report.
Revocation of Authorization for Third-Party Reporting
Once the OAG has authorized a third-party agent to access the Employer Website for the purpose of submitting reports on behalf of an employer, access will continue until the OAG is notified to revoke the authorization.
The Revocation of Authorization for Third-Party Reporting (OAG Form 1841) can be completed by either the employer or the third-party agent and must contain the signature of an authorized person. Return completed forms to the OAG using the address that appears at the top of the form or by email to the Child Support Division’s employer liaison.
